Challenge

The Program aim to accelerate the development, promote expansion and improve transport service provision, especially in densely populated areas of Sao Paulo city and surroundings, which has not developed as fast as the city growth. It also has complexities linked to size and scale. The exact number and timing of transactions will be determined through market consultations and due diligence. Coordinating multiple transactions simultaneously may also pose challenges, as interactions with multiple stakeholders may also create challenges.

Solution

The Program, in partnership with IFC and the WB, will support the Government of Sao Paulo in the pre-feasibility analysis, full feasibility assessment, structuring and successful procurement and award of multiple PPPs/concessions under a comprehensive set of transactions to improve urban mobility in the State of Sao Paulo.

The GIF will leverage its mature portfolio in the sector as well as its private network to promote the transactions and attract new players to the Brazilian railway and road sector while ensuring sustainability and bankability of the projects. The GIF is also expected to share lessons learned from other railway and road activities to support future PPPs in the urban mobility sector.

Expected Impact

The Program is expected to mobilize billions in investments, attract new private players to the transport sector in Sao Paulo while supporting socio-economic development in the State and the Metropolitan Region of Sao Paulo, including the dense and economically eastern zone.

It should also tackle railway capacity constraints and limited access to city center services, fostering inclusivity, creating jobs and boosting trade while offering a climate smart and sustainable transport infrastructure to the population.
